What Is the Texas License to Carry?

The Texas License to Carry (LTC), formerly known as the Concealed Handgun License (CHL), is a state-issued permit that authorizes the holder to legally carry a handgun — either openly or concealed — throughout Texas and in states that recognize Texas LTC reciprocity.

Since September 1, 2021, Texas has been a Constitutional Carry state, meaning that most individuals 21 and older can carry a handgun without a license. So why bother with the LTC? Because the license provides tangible benefits that go far beyond the basic right to carry.


Why Get an LTC (Even With Constitutional Carry)

Constitutional Carry gives you the right to carry, but the LTC gives you advantages that permit-less carry does not:

  • Reciprocity: Texas has reciprocal agreements with 37+ states. Your LTC lets you legally carry when traveling across state lines. Without it, you must research and comply with each state's individual laws.
  • Streamlined Background Checks: LTC holders bypass the NICS background check when purchasing firearms from a federal firearms licensee (FFL). This means faster purchases, especially during high-demand periods.
  • Carry in More Locations: LTC holders may legally carry in certain locations where permit-less carriers cannot, such as some college campus buildings (with institutional approval) and certain government facilities.
  • Legal Presumption of Competence: In the event of a self-defense incident, having an LTC demonstrates that you voluntarily sought training and passed proficiency requirements. This can be significant in legal proceedings.
  • Age Advantage: Constitutional Carry applies to those 21 and older. Active duty military members aged 18-20 can obtain an LTC.

Eligibility Requirements

To apply for a Texas LTC, you must meet the following criteria:

  • Be at least 21 years old (or 18 if active military)
  • Be a legal resident of Texas (or relocating to Texas)
  • Have no felony convictions
  • Have no Class A or Class B misdemeanor convictions within the past 5 years
  • Not be subject to a protective or restraining order
  • Not have any pending criminal charges
  • Not be chemically dependent
  • Be capable of exercising sound judgment regarding the proper use and storage of a handgun

The Application Process (Step by Step)

The LTC application process is straightforward but requires attention to detail:

Step 1: Complete an LTC Course

You must complete a state-approved LTC course taught by a certified instructor. The course includes classroom instruction (4-6 hours) covering Texas gun law, conflict resolution, safe storage, and non-violent dispute resolution. It concludes with a live-fire proficiency test.

Step 2: Apply Online

Submit your application through the Texas DPS website. You will need to provide personal information, upload a passport-style photo, and pay the application fee ($40 for new applications).

Step 3: Fingerprinting

Schedule a fingerprinting appointment at an approved IdentoGO location. This is required for the background check process.

Step 4: Background Check

Texas DPS conducts a thorough background check. Processing typically takes 30-60 days, though times vary.

Step 5: Receive Your License

Once approved, your LTC is mailed to your address. It is valid for 5 years and must be renewed before expiration.

What the LTC Class Covers

The classroom portion of the LTC course is designed to prepare you for the legal and practical realities of carrying a firearm. Topics include:

  • Texas Use of Force Laws: When you can and cannot legally use deadly force. Understanding the legal boundaries is critical.
  • Conflict Avoidance: De-escalation techniques and strategies for avoiding confrontations. The best gunfight is the one that never happens.
  • Safe Storage and Transport: Legal requirements for storing firearms at home and transporting them in vehicles.
  • Prohibited Locations: Where you can and cannot legally carry, even with an LTC (schools, courthouses, bars that derive 51%+ revenue from alcohol, etc.).

Common Questions

How long does the LTC course take?

The full course typically takes 4-6 hours, including classroom instruction and live-fire qualification. Genesis Rising offers both weekday and weekend scheduling options.

Can I carry while my application is pending?

Under Constitutional Carry, you can legally carry without a permit in Texas if you meet the eligibility requirements. The pending LTC application does not affect this right.

What if I fail the shooting test?

You can retake the shooting test. We recommend booking a private session with us before your LTC course if you are concerned about the proficiency portion. A little practice goes a long way.
